Alors que le taux de participation avait atteint 67,29 % en 2001, il aurait atteint cette fois-ci entre 68 % et 70,5 % selon les estimations de différents instituts de sondage. Le taux de participation aux cantonales (54,53 %) est inférieur à celui de 2001 (55,55 %) mais supérieur à celui de 2004 (52,64 %).
;La gauche en position de force
Comme cela était attendu, les listes conduites par la gauche sont globalement en position de force au terme de ce premier tour. La gauche conserve ainsi dès le premier tour Tourcoing, Le Mans, Dijon. Elle conquiert même la ville de Rouen.
Cependant la droite conserve certains bastions : à [[w:Bordeaux|Bordeaux]], [[w:Alain Juppé|Alain Juppé]] est réélu dès le premier tour face à [[w:Alain Rousset|Alain Rousset]]. Parmi les membres du gouvernement, Éric Woerth (Chantilly), Xavier Bertrand (Saint-Quentin), Jean-Louis Borloo et Valérie Létard (Valenciennes), Michèle Alliot-Marie (Saint-Jean-de-Luz) et Dominique Bussereau (Saint-Georges-de-Didonne) conservent leur fauteuil.
